Syrian Red Crescent evacuates 25 patients from Eastern Ghouta and 1300 civilians

Regional and local developments:

On Tuesday, the Syrian Red Crescent Society evacuated 25 patients from Eastern Ghouta to Damascus for treatment in the capital's hospitals.

On Monday, the Jaysh al-Islam, which is allied with the Free Syrian Army (FSA) and fights against the al-Nusra Front, the Islamic State, and the loyalist forces, announced that it had reached an agreement with Russia to evacuate patients and wounded in batches from Eastern Ghouta to receive treatment. This agreement comes under United Nations Resolutions 2254 and 2401 in regard to conditions of war and siege. Medical staff and medicine have not been allowed to enter Ghouta in six years, and hospitals and medical clinics in the besieged enclave have been targeted regularly.

On Monday, 17 members of the Syrian government were killed by clashes with the Jaysh al-Islam in the eastern town of al-Rayhan.

On Tuesday, about 1300 civilians and fighters from the neighborhood of Qadam in the capital Damascus left and headed towards Northern Syria in an agreement between the military factions and loyalist forces. Activists reported to SMART that “50 buses and some cars carrying approximarely 300 families and fighters left the neighborhood on their way towards the city of Qalaat al-Madiq, Northern Hama. 1055 people will travel to Idlib and the rest will travel to the city of Jarablus, Eastern Aleppo, according to the northern Response Coordinators gathering for the Reception of Displaced Persons.

On Monday, a renewed bombing by the Syrian loyalist forces bombed different parts of the Daraa province, injuring two civilians. On Tuesday, the civil bodies in two towns of eastern Daraa announced the suspension of school attendance due to the fear of the Syrian loyalist forces’ bombing.

On Tuesday, three civilians were wounded by clashes between the Hayat Tahrir al-Sham (HTS) and the Syrian Liberation Front during HTS’ attempt to gain control over the village of Bastoun, which is 22 kilometers west of Aleppo.

On Monday, the FSA factions which participated in Olive Branch Operation gained control of 11 villages in the Afrin area (43 kilometers north of Aleppo), after clashes with factions of the Kurdish Democratic Union Party (PYD).

The Popular Forces militia of the Syrian government handed over the administration of the town of Tal Refaat, the town of Deir Jamal and several villages in Northern Aleppo, from the Kurdish People’s  Protection Units.

On Monday, dozens of families arrived from the area of Afrin, at areas controlled by FSA factions.

On Monday, Islamic State members were killed and arrested during a raid by the Syrian Democratic Forces (SDF) in the town of Tabaqa, (45 kilometers west of al-Raqqa).

Political and international developments:

On Monday-evening, the United States called for an urgent meeting in Jordan due to the loyalist forces' bombing on the province of Daraa, which is included in the eased-escalation agreement agreed last year.

Russia, the United States, and Jordan reached an agreement last July. on a ceasefire between the loyalist forces and the military factions in the south-western provinces in Syria, Daraa, Sweida, and Quneitra, but it has been violated by frequent violations, the latest of which was yesterday by loyalist forces air strikes on Daraa.
