Syrian government bombings kill and injure civilians in Quneitra, Aleppo, and Idlib, and Russia vows to control government violations in Southern Damascus

On Tuesday, Syrian government artillery and rocket shelling killed and injured ten civilians in the village of Kafr Hamra, 7 kilometers north of Aleppo, Northern Syria.

The Civil Defense volunteer Ahmad al-Khateeb reported that the government forces used 30 artillery missiles and a thermal rocket, killing three civilians and injuring eight others.

On the same day, government airstrikes killed and injured 11 civilians, including four children and a woman in the village of Maarrat Harma, 27 kilometers south of Idlib, Northern Syria.

Government helicopters dropped six naval mines on houses in the village, killing four civilians, including a child and a woman, and injuring seven others, including four children. The Civil Defense transported the injured to nearby hospitals.

On Tuesday, government artillery forces shelled the town of Jubata al-Khashab, 12 kilometers north of Quneitra, Southern Syria, killing and injuring six civilians, most of them children.

Activists reported that the shelling on Jubata al-Khashab killed a child and injured a man and four children. Hassan Saad el-Din, an official in the town's medical clinic, reported that among the injured was a 13-year old child who had to have his foot amputated.

On Tuesday, a military commander in the Free Syrian Army (FSA) stated that the Syrian government aimed at distorting the image of the FSA in front of the United Nations in Quneitra, Southern Syria.

The commander, who prefered not to be named, noted that the Syrian government mortared the town of Jubata al-Khashab, which is controlled by the FSA. The government expected the FSA fighters to respond by bombing the town of Hadur, which is controlled by the government and is currently hosting a U.N. delegation.

In Rif Dimashq governorate, the towns of Yalda, Babila, and Beit Sahim in Southern Damascus suffer from the lack of food and basic necessities. The prices of fuel and other materials increased by 20 percent as government forces keep the only passage to the towns closed.

On Tuesday, activists reported that the markets of Yalda, Babila, and Beit Sahim lack gas, bread, vegetables, and drinking water, because of the closing of the Babila-Sidi Miqdad crossing, which connects the towns to areas controlled by the Syrian government forces.

On Tuesday, government forces bombed Jaysh al-Islam outposts in the town of Yalda in Southern Damascus, killing and injuring Jaysh al-Islam fighters, including a commander.

Activists reported that government helicopters dropped a barrel bomb on a Jaysh al-Islam outpost in the al-Zin neighborhoods at the edges of the town, killing four fighters and injuring others, including a commander called Abu al-Baraa.

Representatives of Russia and the Syrian government vowed to control the government’s violations in the towns of  Babila, Yalda, and Beit Sahim in Southern Damascus.

On Tuesday, activists reported that the Syrian government and Russian promises followed a meeting between the towns' opposition negotiation committee, a Russian delegation, and a representative of the government in the building of al-Rahwanji near the Babila-Sidi Miqdad crossing.

The al-Hayat Tahrir al-Sham (HTS) arrested Captain Sa'id Naqrash, the former commander of the Shuhada al-Islam Brigade of the FSA. Naqrash is the current manager of the political office of the brigade.

A close source of the brigade stated that the HTS arrested Naqrash in the city of Sarmada, Northern Idlib, following his arrival from Turkey. The HTS raided the house where Naraq was staying and subsequently arrested him.

In Aleppo, the Defense Committee and the General Center for the Defense of the Kurdish Autonomous Administration called on the youths of Manbij and its countryside, 83 kilometers east of Aleppo, Northern Syria, to join them.

On Tuesday, the committee reported that youths aged between 18 and 29 years living in Manbij and its countryside since before July 2012, must report to their nearest Autonomy Defense centers to serve in the region's Defense forces.

On Tuesday, representatives from towns and villages of the northern Hama countryside called upon the Turkish government to extend and expand the de-escalation zone in Northern Syria so that it includes the northern Hama countryside, in order for internally displaced persons to return to their homes in the region.

The representatives visited a monitoring outpost of the Turkish Army in the town of Murek, Northern Hama, and met with Turkish officers to express the people’s wish for the de-escalation zone to expand.

Political figures from Afrin, in cooperation with the Syrian National Coalition and Interim Government, formed two local councils for the districts of Sharan and Bulbul in the Afrin region, Northern Aleppo, Northern Syria.

Yusuf Nirbani, the manager of local councils in the Ministry of Local Administration in the Syrian Interim Government, stated that on Tuesday, they formed a local council of Nahiyat Sharan and another council for Nahiyat Bulbul on Monday. Now there are five local councils in Afrin. Nirbani added that they will form the two remaining local councils for the districts (Nahiyats) Rajo and Sheikh al-Hadid within the coming week.

Political and international updates:

On Tuesday, the Belgian capital of Brussels hosted an international conference to raise aid for Syrians. 85 countries participated in the conference under the patronage of the U.N. and the European Union.

The participants in the two-day conference hope to raise more than 6 billion US dollars to support Syria and a diplomatic process in the country, according to Reuters.
