Government and opposition bodies agree to evacuate people from Northern Homs and Southern Hama, with implementation to begin tomorrow

Civil and military bodies came to an agreement with a Russian delegation and Syrian government representatives. The agreement concerned the areas of Northern Homs and Southern Hama, Central Syria, and stipulated a cease fire, along with the safe evacuation of those persons unwilling to compromise.

Several bodies from Talbiseh (11 kilometers north of Homs) issued statements calling for peace and an end to bloodshed and displacement. The statement was issued after they had discussed the offer Russia has been attempting to impose on the area.

In Southern Syria, a local source reported that the plans to begin evacuating the first group of internally displaced persons (IDPs) from the towns of Bibila, Yilda and Beit Sahm, Southern Damascus, have begun. The buses will leave the three towns for Northern Syria on Thursday.

In Daraa, the Supreme Judicial Council of Horan, the Free Syrian Army (FSA) and Islamic factions, all met in the village of Gharz (5 kilometers east of Daraa). The meeting aimed to draft a code for explosive device crimes, as well as to devise a mechanism for dealing with the Syrian government security forces.

Ismat al-Abssi, head of the Supreme Judicial Council of Horan, commented that the meeting aims to gain authorization through the public incubator. Several revolutionary bodies and figures also attended, and issued a penal code both for explosions and for “collaborating with the repressive state apparatus”.

In Northern Syria, suspected Syrian government warplanes killed and injured 15 civilians, including women and one child. The warplanes targeted the village of Mishmishan, Jisr al-Shughur, 31 kilometers west of Idlib.

In Aleppo, educational staff organised two protests in solidarity with the residents of Northern Homs. The protesters condemned Russia's offer to evacuate the fighters and people who wish to leave.

In Eastern Syria, a landmine (remnant from the Islamic State), killed two children and injured eight others in al-Hasaka, Northeastern Syria.

In Raqqa, the Turkish Border Guard (gendarme) killed a child and injured his mother near Tal Abyad city, Northeastern Syria.

The residents of al-Mansoura town and its surrounding villages in western Raqqa have complained over the poor quality of services, and the lack of support being provided by both humanitarian organizations and the Kurdish People’s Protection Units’ (YPG) councils.

The Kurdish al-Assayish forces arrested seven civilians in Raqqa, including women. The civilians were organizing a protest against the YPG and the U.S. presence in the city.

Political and International news:

According to the Syrian Human Rights Network, 40 people have been killed under torture in Syrian prisons since the beginning of 2018.

The Lebanese President, Michel Aoun, called upon Egypt, Saudi Arabia and the United Arab Emirates to intervene in order to secure the return of Syrian refugees to their country.

Aoun held a meeting with the U.A.E and Egyptian ambassadors to Lebanon and the Saudi charge d’affaires in Lebanon. According to the Lebanese National News Agency, Aoun said that “we must put an end to this, because of all the social, economic, educational and security repercussions caused in Lebanon by refugees”.
