Syrian Democratic Forces advance ahead of to Islamic State in Deir ez-Zor and more than 100,000 internally displaced persons arrive in Northern Syria in a month

Latest field and local developments:

The Syrian Democratic Forces (SDF) managed to advance of the Islamic State (ISIS) in Deir Ez-Zor, Eastern Syria. SDF officials told SMART that their forces gained control of the village of al-Bagouz, where clashes took place recently. Activists reported that ISIS still maintains control of some sites in the town.

SDF sent military and medical reinforcements from its sites in the city of al-Tabaqa in ar Raqqa to its members in Deir Ez-Zor. The reinforcements include five trucks loaded with heavy weapons, rocket launchers, six U.S. armored vehicles and two ambulances.

For the latest developments about the displacement process from Northern Homs and Southern Hama, the sixth group of internally displaced persons (IDPs) from the al-Hula area arrived in Northern Syria. The group includes about 3,000 IDPs who have been harassed by loyalists of the Syrian government while passing through its-controlled regions.

A Russian delegation entered the areas of displacement in Central Syria. A Russian officer made promises to civilians in al-Rastan to "return normal life in the city." The delegation visited other villages accompanied by former fighters of the Free Syrian Army (FSA), who decided to "settle their situation" with the Syrian government.

The response coordinators of Northern Syria said that the total number of IDPs who arrived in Northern Syria since Apr. 13, reached 102,015. 83214 of them came from neighborhoods south of Damascus and Rif Dimashq, while the others came from Homs and Hama.

In Idlib, a source in the Syrian Liberation Front said that 35 ISIS members escaped from the Front’s prison in the city of Bensh through a vent. The source confirmed that the Liberation Front rearrested seven of them.

In the Kurdish Autonomy Administration-controlled areas, leaders of the Asayish forces held a meeting with the leaders of the Arab and Kurdish tribes in the city of Amuda in al-Hasakah, to discuss some security issues.

Also in al-Hasakah, local sources said that the border guards directly shot a young man from Deir Ez-Zor while trying to cross the border into Turkey east of Ras al-Ayn. He died hours after he was taken to a nearby hospital.

In Southern Syria, the Syrian government forces gave the people of the Mahja town in Daraa two days to form a delegation to meet with them to discuss the matter of the town. A source of SMART expected that the meeting might consider the issue of displacement or agreement with the Syrian government or the option of war.

Political and international developments:

On Tuesday, the participating delegation in the Astana 9 talks held preparatory meetings, most notably with the Turkish delegation in the Kazakh capital, in preparation for the plenary session to be held later today.
