Free Syrian Army factions form National Liberation Front; other factions demand internally displaced persons to evacuate homes in Afrin

Field and local developments:

On Monday, Free Syrian Army (FSA) factions in Northern Syria announced the formation of a military body named the National Liberation Front.

The factions announced, in a statement published on Telegram by a Shari'a official from the al-Sham Legion, Omar Hudaifah, that they formed the National Liberation Front "driven by their duty to unify their word and make up for earlier dereliction and lack of cooperation."

On Monday, the Jaysh Sharqiya faction of the FSA warned internally displaced persons from Eastern Ghouta to vacate homes in the town of Jindayris in Afrin, northwest of Aleppo, Northern Syria.

A special source from the faction told SMART that the Jaysh Sharqiya fighters complain that they don’t have houses to live in, as many of them were displaced from Deir ez-Zor and live now in the city of al-Bab east of Aleppo.

The Free Lawyers Association’s subsidiary council met for the first time after the two associations operating in Northern and Western Aleppo merged.

The chairman of the association’s subsidiary council, Yassin Hilal, told SMART that the association held elections three days ago. 403 lawyers from inside and outside Syria voted and elected seven lawyers to establish the subsidiary council.

On Monday, the Hayat Tahrir al-Sham (HTS) said that its members killed a high-ranking member of the Islamic State (ISIS) and arrested others in clashes in Western Idlib, Northern Syria, as part of a security campaign in the governorate.

On Monday, a member of the Khalid ibn al-Walid Army, which is accused of allegiance to the Islamic State, killed an FSA commander during a clash in Daraa, Southern Syria.

The Syrian government forces arrested 23 people attempting to cross from the government-controlled areas in Western Hama, Central Syria, to Idlib in Northern Syria.

The Kurdish Democratic Union Party in Syria (Yekiti) urges the Kurdish Autonomous Administration (Rojava) to stop the corruption, favoritism and arbitrary detentions in the city of Ayn al-Arab (also known as Kobani) in Northeastern Aleppo, Northern Syria.

In a statement obtained by SMART, the Yekiti denounced Rojava officials for issuing licenses to merchants to construct buildings in the city's forest area. The Yekiti said that it presented the executive office of the city's municipality with a document that proves that the forest area is public property; however, the office rejected the document.

Farmers in the Daraa governorate, Southern Syria, produce soft wheat for the first time, amidst an improvement in the production of hard wheat, compared to last year.

The manager of the Development Project Association, Mohammad Khoraibah, reported that this year's wheat crop reached 40,000 tons, compared to about 25,000 tons last year. The increase in production is the result of farming a larger area, according to Khoraibah.

Political and international developments:

On Monday, the Office of the United Nations Special Envoy to Syria, Stephane de Mistura, said that he received a list of candidates for the Constitutional Committee from the Syrian government, according to Reuters.
