Free Syrian Army factions in Northwestern Daraa consider negotiations with Russia; Syrian National Coalition holds international community responsible for crisis in Daraa

The Free Syrian Army (FSA) factions operating in Northwestern Daraa, Southern Syria, discussed entering an agreement with Russia, as the other FSA factions did.

A distinguished FSA commander from Northwestern Daraa reported that the factions in the area are still discussing entering an agreement with Russia.

On Saturday, the Deputy President of the Daraa governorate council, Imad Batin, said that more than 1,700 forcibly displaced families arrived at the border with the occupied Golan Heights in Southern Syria, fleeing from the Jordanian border area, which the Syrian government forces seized control of recently.

Batin reported that families continue to arrive at the border with the Golan Heights, which were not included in the agreement between Russia and the FSA.

The Action Group for Palestinians of Syria said that more than 40,000 Palestinians suffer in declining humanitarian and security conditions in Southern Syria due to the military campaign by the Syrian government forces and their allies.

The organization, which documents human rights violations against Palestinians in Syria, reported that the living conditions of more than 40,000 Palestinians in Southern Syria has deteriorated significantly, as thousands of Palestinians fled their homes due to military assaults and bombings. Palestinians were forcibly displaced to deserted areas with no housing centers along with Syrians.

In Hama, several civilians and militants from the villages and towns of Northern Hama, Central Syria, refused to engage in military action against the loyalist forces in the area, while others supported military action.

On Saturday, a local source reported that residents of the villages and towns outside the loyalist forces' control refused to engage in battles against the loyalist forces to avoid displacement, adding that over 150,000 civilians refuse military action.

In Northern Syria, the loyalist forces targeted two towns in the Jisr al-Shughur area (38 kilometers west of Idlib) with incendiary and missile shells, killing a civilian and injuring his family and a Civil Defense volunteer.

Hussam Zleito, the Civil Defense director in the town of Badama, reported that the loyalist forces centralizing in the Lattakia countryside targeted the towns of Badama and al-Najiyah with dozens of incendiary and missile shells, killing a civilian and injuring six of his family members while they were attempting to escape from the area.

Also in Northern Syria, the Turkish border guards (Jandarma) shot and killed a woman who attempted to cross the Syrian-Turkish border in Western Idlib without documents.

Activists said that the woman was from the Huayr al-Ays village in Southern Aleppo, and she was killed while trying to cross the border from the village of al-Dorriyah near the town of Darkoush in Western Idlib. The Turkish border guards shot the woman directly, killing her instantly.

Also on Saturday, two prisoners were killed and others were injured during a fire in a Syrian government prison in the village of al-Ra'I, 54 kilometers northeast of Aleppo, Northern Syria.

A prison official belonging to the al-Sultan Murad Brigade, Abu al-Farqan, said in a video that firefighting teams extinguished the fire and transported the injured prisoners to a hospital. Abu al-Farqan added that two prisoners died after they were transported; but did not mention their identities.

A delegation of dam restoration specialists working for the Syrian government arrived in the city of al-Tabqah, which is controlled by the Syrian Democratic Forces (SDF), west of al-Raqqa, Northeastern Syria.

A source from the delegation said that on Saturday, the delegation arrived from Damascus and met with a delegation from the dam's administration led by Muhammad Usso in the  dam's administration building.

Several families from the city of al-Tabqah, 42 kilometers west of al-Raqqa, Northeastern Syria, started evacuating the city after rumors spread about the establishment of loyalist security bases protected by the SDF in the city.

Local sources reported that several families left al-Tabqah and headed for the Northern al-Raqqa countryside, seeking a more stable and less dangerous place to live. Around 10 families have left al-Tabqah every day over the past two weeks.

International and political news:

On Saturday, the National Coalition for Syrian Revolutionary and Opposition Forces held the international community the responsible for imposing a forced resettlement in the Daraa governorate, Southern Syria, due to the international community's silence towards the violations of the Syrian government forces and Russia and not committing to international resolutions.

Anas al-Abda, the National Coalition's spokesman, reported that the forced resettlement in Daraa was imposed using weapons, bombings, and killing. Al-Abda added that the resettlement is a crime against humanity, holding all parties participating in the resettlement responsible for killing and displacing civilians and destroying infrastructure.

The Organization for the Prohibition of Chemical Weapons reported that it found evidence of the use of chlorine gas in the attack on the city of Douma, 14 kilometers east of Damascus. The Organization did not find any evidence for the use of sarin gas.

The Organization added that the analysis results did not show any residues of nerve synthetic organophosphorus agents (sarin gas), but it showed residues of chlorine gas. The Organization said that the work on other analyses will continue.

The Official Lebanese National News Agency said that 400 Syrian refugees returned from the town of Arsal, Northeastern Lebanon, to their villages in the al-Qalamun area, near Damascus.

The Agency added that the Syrian refugees, who used to reside in camps in Arsal, returned to Syria voluntarily.
