Loyalist forces receive strategic hills around Enkhel and prepare to withdraw from neighborhood of Sejna, Daraa

Field and local developments:

The Free Syrian Army (FSA) has begun to open the road into the neighborhood of Sejna in Daraa city, Southern Syria, in preparation for the withdrawal of the Syrian government forces from it.


The general coordinator of the crisis cell in Daraa, Adnan Masalma, told SMART that the bulldozers will open the road and remove the dirt barriers from the old customs point towards the bridge of Sejna, and the Syrian government forces took a similar step.

The Syrian government forces gained control over strategic hills near Enkhel, Daraa, Southern Syria, as part of an agreement between the Russians and the FSA. This came hours after an agreement was reached between the FSA and the Hayat Tahrir al-Sham (HTS) to remove the HTS from the city.

Masalma said that Russians are unable to control the phenomenon of "Taafish," (stealing the homes of forcibly displaced people), by the Syrian government forces.

Masalma told SMART that the Russians are trying to put pressure on the Syrian government forces to stop the theft, "but they are unable to control them."

The Islamic State (ISIS) attacked a military base from the Syrian government forces in the Badia of as-Suwayda, Southern Syria.

Local sources told SMART that ISIS attacked the base near the Zulf dam in the Badia, east of as-Suwayda.

Clashes with unknown persons driving two cars near Saraqib city (16 kilometers east of Idlib) killed a HTS commander and wounded two others.

The Syrian government forces shelled the al-Ma'lal neighborhood, south of Jisr al-Shughur, 30 kilometers west of Idlib, Northern Syria, from its nearby headquarters in Latakia countryside, killing a child, amid similar shelling on nearby villages and towns.

The local council in the village of Safohene, 40 kilometers south of Idlib, Northern Syria, with the support of the United Nations Children's Fund (UNICEF), completed the maintenance of the village water plant after a five-month breakdown.

Camps for forcibly displaced people in Idlib, Northern Syria, suffer from a lack of healthcare, amid the spread of leishmaniasis among children.

Abu Sham, media activist in camps for forcibly displaced people from Hama in Idlib, told SMART that medical care is very bad in 14 camps including about 1,700 families. The Ihsan Organization often provides treatment in some camps.

A number of volunteer athletes launched an initiative to train children on football in the village of Khirbat al-Joz, 41 kilometers west of Idlib, Northern Syria.

The local council of al-Atareb city, 30 kilometers west of Aleppo, Northern Syria, issued a circular forbidding photographers and editors from the Syria TV channel from working in and around the city. The council requested  the police and civilians to report about any media journalist in the region who may be working with the channel.

The local council in Kafr Zayta, Hama, Central Syria, told SMART that they are not receiving further support due to a lack of security in the city, which is shelled almost daily by the Syrian government forces.

The problem of salinity affects about 60% of agricultural crops in the plain of al-Ghab, Hama. There are no proposed solutions to combat many of the causes for salinity in this region of Central Syria.

Ghassan Abboud, Director of the Agriculture Department in the plain of al-Ghab, told SMART about the problem, its reasons and the methods proposed in order to limit its spread. Abboud said, “Scientifically, salinity is the increase of salt concentration, such as sodium chloride, in the soil, especially in the roots around the plant."

Gunfire killed two members from the Syrian Democratic Forces near the town of al-Heneida, west of al-Raqqa, Northeastern Syria.

Vegetable prices significantly decreased and even up to 50% in some cases in al-Hasakah, Northeastern Syria, after local crops enter the markets.

Political and international developments:

Russian Foreign Minister, Sergei Lavrov, said that Russia does not justify the actions of dictators, but only wants to spare Syria from the fate as Iraq and Libya.

The Syrian National Coalition condemned the massacre committed by the International Coalition aircraft in the countryside of Deir ez-Zor, Eastern Syria. The massacre killed and wounded dozens of civilians.
