Field and local developments:

On Tuesday, the opposition group Hayat Tahrir al-Sham (HTS) reached an agreement with Iran to evacuate residents of the towns of Kufriya and al-Fo’a, who are loyal to the Syrian government forces, in exchange for releasing 1,500 detainees from the Syrian government’s prisons.

An informed source in the negotiations told SMART that the agreement includes the evacuation of all residents of the two towns, which are located in the vicinity of the city of Idlib, Northern Syria, and were besieged by the HTS. In return, 1,500 detainees and dozens of military prisoners should be released.

The source explained that the 1,500 detainees include 80 percent of those arrested by the Syrian government since the beginning of 2018 until the end of April. 10 percent of the detainees were arrested in 2017 and the remaining 10 percent were arrested years ago.

On Tuesday, suspected Syrian government airstrikes killed more than 13 civilians, most of them women and children, and injured dozens of others in villages on the administrative border of the Quneitra and Daraa governorates in Southern Syria.

Local activists told SMART that Syrian government warplanes bombed a school in the village of Ain al-Tinah in Quneitra. The school was sheltering forcibly displaced people from the neighboring governorate of Daraa. Eight children and two women were killed in the bombing, and dozens were injured.

On Monday, the Syrian government forces seized the village of Mashara and its surrounding hillside, 13 kilometers east of Quneitra, Southern Syria, after clashes with the Free Syrian Army.

On Tuesday, the Syrian government forces tried to storm the hill of al-Mahs near the town of Nimr, Northwestern Daraa, amid intense airstrikes. The hill is controlled by the HTS.

On Monday, the HTS executed eight members of the Islamic State near the town of Sarmin, 14 kilometers east of Idlib, Northern Syria.

The loyalist forces escalated their bombings on the towns and cities of Northern Hama, Central Syria, after a Russian scouting plane fell in the area.

International developments:

On Monday, the Russian President Vladimir Putin and the United States President Donald Trump agreed that the disengagement agreement signed in 1974 between Syria and Israel should be enforced.

During a joint press conference with President Trump in the Finnish capital, Helsinki, President Putin said that Southern Syria must be brought back to settlement in order for peace to prevail.
