Residents of Giza, Daraa, are waiting for Russia's response to their demands; Moscow proposes to Washington to cooperate in Syria

On Saturday, residents of the town of Giza, 21 kilometers east of Daraa, Southern Syria, are waiting for Russia's response to their demands to put an end to the Syrian government forces or send evacuation buses to take them to Northern Syria.

An exclusive source told SMART that two days ago residents of the town met with Russian officers. The residents called for an end to the Syrian government’s abuses such as bombing houses, farms, and arrests of civilians.

On Friday, the National Committee for Keeping Civil Peace and Liberating Abductees and Hostages denied that Russia took over the negotiations with the Islamic State (ISIS) about the kidnaped women from the city of As-Suwayda, Southern Syria.

Earlier, the Agence France-Presse (AFP) quoted Sheikh Yousef Jarboua, a religious leader from As-Suwayda, saying that Russia is negotiating with ISIS in coordination with the Syrian government and that IS planned to kidnap civilians "to pressure the Syrian government to grant IS certain demands."

A Liberation Committee member, who preferred to stay anonymous, reported that Sheikh Yousef Jarboua wanted to "lift the blame" off the Syrian government and not "hold it responsible," despite that the Syrian government decided to bomb ISIS locations that contained hostages and refused to hold the bombing for a few hours to exit the kidnapped women and children.

An explosive device planted by unknown persons exploded in the city of Sarmin, 9 kilometers east of Idlib, Northern Syria, wounding a member of the Hayat Tahrir al-Sham (HTS).

Activists told SMART that the explosive device exploded near the HTS checkpoint in the city, wounding the member. The wounded was transferred to a nearby medical clinic.

The Turkish border guards shot a civilian while he was trying to cross the Syrian-Turkish border illegally from the Selqin area, 43 kilometers north of Idlib, Northern Syria.

Local activists told SMART that the civilian is from the city of Selqin. He was trying to cross from the village of Delbia in the area, when the border guards directly shot him, killing him immediately.

The Displaced Affairs Department of the Salvation Government operating in the HTS-controlled areas in Idlib, Northern Syria, said that the Ataa Association for Relief and Development gave it the right to oversee the housing of families in more than 100 apartments in the Ataa second residential gathering in the town of Atma.

However, the Ataa Humanitarian Relief Association said that the Salvation Government seized the residential gathering and housed armed people from Daraa and Quneitra. The Association considered that these actions will affect the relief activity in the region and threaten to stop the humanitarian work.

The Justice Ministry of the Salvation Government operating in HTS-controlled areas, Northern Syria, confirmed the escape of prisoners from Idlib Central Prison.

Justice Minister, Ibrahim Shasho, told SMART that the central prison has two parts, one belonging to the ministry and the other to the HTS' security office, from which the prisoners escaped.

A new freight of military assistance from the International Coalition entered the Syrian Democratic Forces (SDF)-controlled areas from the Kurdistan region of Iraq through the Semalka border crossing, 160 kilometers east of al-Hasakah, Northeastern Syria.

Activists said that about 150 trucks entered from the Semalka-Fishkhabur crossing. The trucks were loaded with military vehicles, closed refrigerators and tanks loaded with kerosene tanks and headed to SDF-controlled areas in the al-Hasakah and al-Raqqa governorates.

The Asayish security forces of the Kurdish Autonomous Administration detained six young men in the city of al-Raqqa, Northeastern Syria.

Witnesses told SMART that the Asayesh deployed patrols in the gardens of Rashid and Baydaa and confiscated all motorcycles there, causing a fight broke out between the Asayesh members and young people. The fight ended up arresting young people.

Political and international developments:

Russia proposed to the United States to cooperate in the files of repatriation and reconstruction of Syria, but Washington stipulated that elections should be held under the auspices of the United Nations.

Reuters revealed a memo to the US government. The memo said that the chief of staff of the Russian army, Valery Gerasimov, sent a proposal for cooperation on July 19, 2018, through a channel of communication with the Chairman of the U.S Joint Chiefs of Staff Joseph Danford.

British Foreign Secretary, Alistair Burt, said that the Syrian government’s issuance of detainees death certificates provides another clear indication of the brutality the Assad government has inflicted on the Syrian people.

Burt added in a press statement published by the British Foreign Office, that there are tens of thousands of Syrians have been forcibly disappeared, detained and tortured since the beginning of the conflict.

The Syrian Human Rights Network documented the killing of 87 medical, Civil Defense and Red Crescent personnel from the beginning of 2018 until the beginning of August in Syria, including 52 killed by Syrian government forces.

The network noted that in February and March it recorded the highest proportion of the former number, as it documented the killing of 28 and 23 members of the medical staff and Civil Defense.
