Field and local developments:

On Wednesday, the Hayat Tahrir al-Sham (HTS) announced arresting dozens of people who it said they were cells of the Islamic State (IS) and promoters of reconciliation with the Syrian government in villages and towns in the southern countryside of Idlib, Northern Syria.

The consultative assembly of the Qalat al-Madiq area in Hama, Central Syria, demanded the National Liberation Front (NLF) to continue to prosecute people dealing with the Syrian government and promoting reconciliation agreements in the areas out of the Syrian government control in the Hama governorate.

Prime Minister Mohammed al-Sheikh told SMART that he would ask for a co-constituent assembly contract to resign institutionally on Saturday because of a holiday on Thursday and Friday.

The leader in the HTS, Mazhar Alwais, said,  "Those who talk about the dissolution of the HTS, they have to solve the illusions and whispers in their sick mind." Awais added, "The HTS’ weapon is a red line, and hands that touch it will be cut," according to HTS media.

Displaced People Affairs Department of the Salvation Government in HTS-controlled areas warned residents of the Shahba camp near the Bab al-Hawa crossing, north of Idlib, Northern Syria, to evacuate. About 20 displaced families, including 100 people, live in the camp.

The department’s media official, Said Said, told SMART that they asked the families to evacuate for two reasons; first that the owner of the land, on which the camp was built, refused to extend the lease, and the second is that the camp was built in the place of the crossing and close to the place of humanitarian organizations.

SMART said that about 50 children are begging in the markets of the city of Hama, amid the absence of the Syrian government institutions concerned to protect them from exploitation. There is no official count or study issued of the children and their places of distribution.

A state of fear and worry spreads among heart patients in the city of Hama after the Health Ministry emptied pressure disease medicines from pharmacies because they contain carcinogens. A pharmacist in the city said that a batch of the medicines manufactured in a Chinese laboratory contains carcinogenic, but the Ministry emptied them all because it was unable to identify the batch accurately.

Local sources said that the Syrian government forces use personal charges as an alibi to arrest the young men from Northern Homs, Central Syria, to detain them in security forces' prisons and then conscript them in the Syrian Army. The sources added that the Syrian government forces arrested more than five young men from the area of al-Ghanto. The young men were taken to security forces' prisons for investigations.

An Iranian militia clashed with the National Defense Forces of the Syrian government forces in the city of Albuqmal, killing a member of the Iranian militia. Activists told SMART that the clashes broke out after the Iranian militia tried to be honest in front of the residents to face the theft carried out by the National Defense members.

The Initial Response Team pulled eight bodies of civilians from one family from under the rubble of a destroyed residential building in the al-Badou neighborhood. The team continues to search in the neighborhood in which many buildings were destroyed. The team also pulled eight bodies of unknown persons, including two women, out from the Panorama park south of the city.

Political and international developments:

The Syrian government media announced that the wife of the Syrian government president, Asma al-Assad, has breast cancer. The media said that al-Assad's wife began the initial stage of treatment for a malignant tumor in the breast after it was early detected. The media did not explain where al-Assad's treatment was.

The Embassy of the Syrian government in the German capital of Berlin asked the Syrian refugees in Germany to submit requests to settle their situation and return to Syria, whether they left Syria legally or illegally.

The Embassy stated on its official website, and hanged the statement at the embassy in Berlin, demanding that the Syrians in general, especially those wanted for military service, to return to Syria and settle their conscription and security situation, regardless of the circumstances that forced them to leave.

The Syrian Human Rights Network reported that it documented at least 21 attacks on vital centers in Syria during July 2018. The Network noted that in July, the Syrian government forces and Russia committed 11 attacks on important centers in Southern Syria. The report recorded an unprecedented rise in bombings that the perpetrators cannot be identified in Northern Syria.

UN-led relief agencies warned of the displacement of about 700,000 people if the Syrian government launched an attack on Idlib, saying it would result in an increased need for humanitarian assistance to new vulnerable and host communities, mainly health emergency services.
