Turkish military reinforcements arrive at observation base north of Hama; France seeks solution in Idlib

Local and field developments:

On Monday, Turkish military reinforcements arrived at the Turkish observation base near the city of Murek, 27 kilometers north of Hama, Central Syria.

The Hayat Tahrir al-Sham (HTS) announced arresting leaders of the Islamic State (IS) in the governorate of Idlib, Northern Syria.

The HTS media quoted its security official as saying that they arrested the IS' General Director, nicknamed Abu Dawood al-Iraqi, and his deputy, nicknamed Shayeb, in a trap in the city of Sarmada.

Forcibly displaced people (FDP) in the al-Ekhwa camp near the city of Maarrat al-Nu'man, 30 kilometers south of Idlib, Northern Syria, complained of poor basic services and the interruption of food aid in the past four months.

The Turkish Human Development Foundation launched an urgent distress call under the name "Share your bread" to secure flour for the bread bakeries in the governorate of Idlib.

The free Hama governorate council opened a new civil registry center for FDP in the city of Maarrat al-Nu'man in Idlib.

Dozens of families have left the al-Rakban camp, 300 kilometers southeast of Homs near the Syrian-Jordanian border. The families left the camp due to the lack of job opportunities and high prices of goods. The families headed for the Syrian government-controlled areas.

The Initial Response Team of the al-Raqqa civil council pulled 12 new bodies out from the rubble in the city of al-Raqqa, Northeastern Syria.

The Kurdish Autonomous Administration stopped two trucks loaded with rotten food in the city of al-Tabaqa (42 kilometers west of al- Raqqa), and closed a number of shops contrary to the health instructions in the city.

Warplanes  bombed near the town of Hajin in Deir ez-Zor, killing an IS official and three other IS members.

The Syrian Network for Human Rights documented the killing of a doctor, a nurse, and seven attacks on major medical centers in Syria in August 2018.

Political and international developments:

The French Foreign Minister Jean-Yves Le Drian said that France is seeking, in cooperation with Russia and Turkey, to find a solution for the governorate of Idlib, Northern Syria.

The leaders of the countries sponsoring the Astana talks will hold a meeting in Iran to discuss the situation in Syria on Sept. 7.

The Russian Kremlin said that President Vladimir Putin will visit Iran and meet with his Turkish counterpart Recep Tayyip Erdogan and Iran's Hassan Rouhani to "support the reconciliation in Syria."

The Iranian Foreign Minister Muhammad Javad Zarif said during a surprise visit to the Syrian capital Damascus, that the governorate of Idlib should be "cleared" of (opposition) fighters, a reference to the military operation promoted by the Syrian government forces to seize the governorate.
