Syrian government forces commit massacre in Maarrat al-Nu'man city; suicide bomber blows herself up in Salvation Government headquarter in Idlib

On Tuesday, a Syrian government forces’ rocket and artillery shelling hit the city of Maarrat al-Nu'man, southern Idlib, Northern Syria, killing and injuring 36 civilians at an early count.

The Syrian government forces stationed in the Kubaybat al-Huda camp shelled the city of Khan Sheikhun, injuring a civilian. The civilian was transferred to a nearby medical clinic.

A woman suicide bomber blew herself up in the leadership headquarters of the Salvation Government, which operates in the Hayat Tahrir al-Sham (HTS)-controlled areas, in the city of Idlib, injuring two of the headquarters’ guards.

The HTS withdrew from two buildings that it seized earlier in the city of Maarrat al-Nu'man in southern Idlib, Northern Syria, followed an agreement between the HTS and local and consultative councils.

Civil bodies from the city of Maarrat al-Nu'man said that the Salvation Government's manner of addressing the educational staff of private universities unlicensed by the government is "inappropriate."

An informed source told SMART that the Salvation Government refused to license private universities for financial reasons. The sources added that private unlicensed universities approved the license of the Higher Education Council of the government according to the required standards, but they asked for time to do so, to be surprised later by the closure decision.

Three explosions hit the city of al-Raqqa, killing two civilians and injuring eight others. The first explosion was by an explosive device planted in the al-Mahata neighborhood in al-Raqqa. The two other explosions were by remnants of the Islamic State in the city.

The Initial Response Team of the al-Raqqa local council retrieved 17 new bodies from a mass grave and destroyed buildings in the al-Raqqa governorate, Northeastern Syria.

The exchange rate of the Syrian pound against the US dollar fluctuated in most of the Syrian governorates, affected by the political situation in the country.

The Jordanian Foreign Minister Ayman al-Safadi expressed Jordan’s hope to reach an agreement with Russia and the United States to allow the removal of the Rukban camp in eastern Homs and the return of forcibly displaced people (FDP) to their areas.

On Monday, al-Safadi said that the talks with Russia and the US to remove the camp and to return the FDP to their villages is still underway. Al-Safadi, "We hope to reach an agreement on this matter soon," according to Russia Today.

The spokesman for the High Commissioner for Refugees in Jordan, Mohammed al-Hawari, said that 1.4 percent of the Syrian refugees residing in Jordan returned to Syria since mid-October last year.
