Turkey - SMART

The opening session of the Syrian National Dialogue conference in Sochi, Russia, commenced amidst an altercation between loyalists and opposition members about the Syrian government's propaganda and Russia's suggested organization of discussion boards.

A member of the Syrian opposition who attended the conference said that it started after continuous disagreements between the members of the opposition delegation and the Russian airport security after Russia rejected to remove propaganda that represents the Syrian government.

The member, who preferred not to give his name, told SMART that the conference started with a speech by the Russian Minister of Foreign Affairs, Sergey Lavrov, who welcomed the delegations. The opposition member added that some of the Syrian opposition members interrupted the minister and said: "your warplanes are bombing us." A member of the loyalist delegation replied: "the bombing is targeting terrorists and Russian warplanes support the Syrian Army."

After Lavrov finished his speech, he announced a closed session to continue the conference. In this session, disagreements arose concerning Russia's suggested organization of discussion boards. Russia suggested the formation of six boards, including the supreme board of the conference, which would include 150 representatives divided equally between the loyalists and the opposition. This board would choose the members of the constitutional board, which would also be equally shared, and report report to Russia.

The member pointed out that the opposition delegation and the Turkish delegation rejected the Russian suggestion of boards' formation and suggested the formation of only one board, the constitutional board, which would report to the United Nations similar to the Geneva talks.

A disagreement between the members of the Syrian opposition delegation in Sochi and the Russian airport security occurred before the launch of the conference, after Russia rejected to remove propaganda representing the Syrian government. The delegation decided to leave the conference, and the Turkish delegation also withdrew temporarily due to the absence of the Syrian opposition delegation, according to media sources.

Media sources added that after the Turkish delegation and United Nations' special envoy for the Syria crisis, Staffan de Mistura, suspended their attendance, the Russian president Vladimir Putin assigned a presidential delegation to negotiate with the opposition delegation in the Sochi airport. However, the delegation rejected the negotiations and authorized the Turkish delegation to carry out the demands of the Syrian people and the Syrian revolution.

The United States embassy in Moscow stated that Washington will not participate as an observer, respecting the decision of the Syrian High Negotiations Committee, which rejected the conference. The French Ministry of Foreign Affairs expressed doubts about achieving any progress after this conference, especially when a main component of the Syrian people is missing, referring to the High Negotiations Committee.

Activists revealed the names of the opposition representatives attending the conference: Ahmad Tu'mah, President of the opposition faction's delegation in Astana, the General Ahmad Berri, Ayman al-Assimi, Yasser Farhan, Haitham Rahmeh and Yasser Abdul Rahim, two leaders of al-Sham Brigade, in addition to other names from the Syrian Islamist Council and representatives from the Euphrates Shield factions.
