U.S. makes new plan to investigate chemical attacks in Syria

The United States plans to introduce a new mechanism at next week to vote in the UN Security Council to investigate chemical attacks in Syria.

On Thursday, the United States ambassador to the United Nations, Nicky Healy, said that " Russia mandated of Joint Investigative Mechanism on Chemical Weapons Use in Syria, and they failed. And that is why Washington presented another one, which has been working on it since the elimination of the mechanism of the joint investigation," according to Reuters agency.

On Nov. 20, 2017, the United Nations announced the ending of the Commission on the Joint investigation mechanism between the United Nations and the organization for the prohibition of Chemical Weapons (CWC) among the chemical attacks in Syria. The mandate of the investigation mechanism ended after Russia vetoed a Japanese draft resolution to extend its work and another American.

Healy added that “they thought about certain things, and the Russians thought it was a problem, but if Russia did not want a mechanism at all, it would veto it.”

On Thursday, the Security Council experts discussed a draft US resolution proposing the creation of a UN independent investigation mechanism for a year to determine who was responsible for chemical attacks in Syria.

Last Feb. the US national security adviser said that “it was time for the international community to hold the Syrian government accountable for using chemical weapons.”

The Syrian government used toxic gases to bomb several areas in Syria, most recently was on Eastern Ghouta of the Syrian capital Damascus and the city of Saraqib in Idlib, resulting in deaths and many patients of suffocation.
