Turkey, SMART

On Sunday, the al-Rahman Legion of the Free Syrian Army (FSA) said that they contacted Turkey, the FSA factions of the Olive Branch Battle, and the Syrian Interim Government, in order to settle internally displaced persons (IDPs) from Eastern Ghouta to the Afrin Area (43 kilometers north of Aleppo) in Northern Syria.

Wael Alwan, the spokesman of the al-Rahman Legion, told SMART that that they chose the Afrin Area as the FSA has recently seized control of it and because it is far away from the factional strife and huge crowds of the Idlib governorate.

Alwan hoped that the FSA and Turkey would approve the suggestion, thus indicating that it has not be approved yet. Alwan noted that they do not know who will be admitted to the Afrin Area, whether civilians or fighters, or even both.

Alwan confirmed that they have no accurate count for the number of civilians and fighters who will evacuate from Eastern Ghouta, saying, "We expected 7,000 fighters to evacuate along with their families, i.e. the number could reach 40,000, but these numbers remain inaccurate and are only mere expectations.”

SMART contacted Muhammad Hamadeen, the official spokesman of the Third Division, which is the most prominent component of the FSA, to comment on what conclusions have been reached through the discussions. Hamadeen refused to comment at this moment in time, and SMART still awaits a response from the Syrian Interim Government of the National Coalition.

On Friday, the al-Rahman Legion of the Free Syrian Army and Russia reached an agreement to exit the cities of Irbin and Zamalka, the town of Ain Tarma, and the Joubar neighborhood in the middle part of Eastern Ghouta. The agreement also allows injured fighters to receive treatment in Damascus without prosecution. The fighters may choose whether to return to Ghouta or travel to Northern Syria after they recover.

On Mar. 18,  2018, the National Army, the Second and Third Division of the FSA, seized total control of the city of Afrin, without resistance, from the Kurdish People’s Protection Units (YPG). Working with the Turkish Army, the factions also seized control of six Nahiyats: Bulbul, Rajo, al-Sheikh Hadid, Sharan, Jendaris, and Mo’aitali, all as part of the Olive Branch Battle which started on Jan. 21,  2018.
