Local source reveals details of displacing agreement in Southern Damascus

On Sunday, a well-informed source revealed the details of an agreement to displace civilians and fighters of the towns of Babila, Yalda, and Beit Sahem in Southern Damascus. Civilians and fighters are expected to evacuate the towns on Tuesday.

The source, which preferred to be anonymous, noted that the negotiation committee of the towns reached the agreement with Russia on Saturday following the Islamic State (ISIS) advance towards the three towns.

The source added that the agreement allows civilians and fighters of the opposition military factions, who wish to evacuate the towns for the city of Jarablus in Aleppo and Idlib governorate. The source said that arrangements of fighters evacuation for Idlib had been completed.   

The source added that the Jaysh al-Ababeel demanded to evacuate for Daraa, and the arrangements for that are still under preparation and discussion.

The source, which preferred to be anonymous, reported that the evacuation would start next Tuesday upon groups like the Syrian government forces and supporting militias will receive control over the outposts of the factions, which are close to ISIS outposts.  

The source noted that the most prominent outposts, which the government forces are to deploy to, are outposts of the Jaysh al-Ababeel, Zalikha area, and Beirut Street and nearby outposts; however, the national defense militias will receive control over the outposts at Da’boul street and al-Tadamon neighborhood.

The source added that youths of the three towns decided to stay in the ranks of “committees” after they come to a settlement with the government.

The source noted that people are worried about ISIS potential breach by exploiting the period of implementing the agreement to advance and control parts of the towns like what happened in al Qadam neighborhood earlier.

Hours ago, a statement by the delegation representing the military factions in Southern Damascus, said that the fighters of the factions would evacuate with their weapons, and the Russian military police will protect the towns after fulfilling the agreement.

Factions of the Jaysh al-Islam, Ahrar al-Sham Islamist Movement, Jaysh al-Ababeel, and Liwa Sham al-Rasul, operate in the towns of Yalda, Babila, and Beit Sahim in Southern Damascus.

The agreement comes amidst a government military campaign against ISIS in Southern Damascus, and follows other displacing contracts in areas surrounding Damascus and Rif Dimashq. The most recent displacing agreement took place in Eastern Qalamoun area. Earlier, the government forces displaced civilians and fighters from entire Eastern Ghouta.
