The National Coalition of Syrian Revolutionary and Opposition Forces warned that the law 10, issued in 2018, has an adverse impact on the political transition that was decided in the Geneva 1 statement and the U.N. Security Council resolution 2254. The law allows establishing one or more administrative areas under the general urban planning project.

The Coalition’s official website quoted the Vice President, Dima Moussa, saying that issuing this law while talking about forming a new constitution shows that the Syrian government is “not serious” about the political transition and it depends on the “bloody” military solution.

Moussa pointed out that the law is problematic for the elections because it prevents the refugees and the Internally Displaced Persons from returning to their homes. This will make defining the voters' areas harder and will not allow establishing the transitional justice through evidence and proofs, because of hindering the investigations into violations by the government.
