Idlib - SMART

On Sunday, dozens of internally displaced families returned to areas controlled by the Syrian government forces in the governorates of Idlib, Aleppo, and Hama in Northern and Central Syria. The families returned through the Abu al-Duhur crossing, 42 kilometers east of Idlib.

Hasan al-Khalif, the head of the local council of the town of Abu al-Duhur, stated that the crossing opened on Saturday under the supervision of the al-Sham Corps of the Free Syrian Army, and a Turkish monitoring outpost in the adjacent village of Tal al-Tawqan. Al-Khalif added that the Fourth Division of the Syrian government forces supervises the other side of the crossing.

Al-Khalif added that 200 families returned to areas controlled by the Syrian government forces in the past 48 hours. Al-Khalif noted the Syrian government forces force the families to reside in villages six kilometers east of the al-Hijaz railway. Al-Khalif added that most of the families were from Southern Aleppo and Eastern Hama and returned to harvest their crops.

The Fourth Division of the Syrian government forces takes 6,500 Syrian pounds for allowing cattle to enter areas controlled by the Syrian government through the crossing, according to al-Khalif.

Omar Huzaifa, a Shari’a official in the al-Sham Corps, stated that the crossing does not open and close at a specific time but rather according to Russian-Turkish agreements.

Huzaifa added that the Syrian government forces ask the returnees to register their identity cards and serial numbers of vehicles as they cross. Huzaifa noted that one of the most prominent difficulties faced by the families is spending many days at the crossing due to the lack of specific opening and closing times and the Syrian government's slow paperwork.

Earlier, the Syrian government forces imposed high crossing fees on civilians and vehicles returning to areas controlled by the Syrian government forces in Eastern Idlib through the Tal al-Tawqan crossing, 31 kilometers east of Idlib.

In recent military campaigns, the Syrian government forces gained control over large areas in the Hama, Aleppo, and Idlib governorates. Factions of the Free Syrian Army and Islamist battalions launched two separate battles against the Syrian government forces unsuccessfully. The Syrian government campaign killed and injured hundreds of civilians, displaced more than 200,000 others, according to the United Nations, and destroyed much of the infrastructure of the governorates.
