Syrian government forces enter Ibta'a and Um Walad after settlement agreement

On Friday, the Syrian government forces entered the town of Ibta'a, north of Daraa city, and the village of Um Walad, east of Daraa city, Southern Syria. The forces entered them in accordance with a settlement agreement concluded with the military and civil committees.

The Syrian government media channels broadcasted a video showing locals from Ibta'a, shouting and carrying fighters from the Syrian government forces on their shoulders.     

Earlier, the local council of Ibta'a clarified the conditions of the settlement that the Syrian government sent to the town after threatening to storm it. The settlement included delivering young men, who are wanted for conscription, in order to join the Syrian government forces, and returning suspended employees to the government's institutions.

After the agreement is concluded, the Syria government will give a settlement document to civilians and fighter in the town, except fighters from the Hayat Tahrir al-Sham and the Islamic State, who will be sued if the accusations against them were approved, according to a source.

The source added that the settlement included an approval for the people from Ibta'a, who left Syria in "illegal channels," to return to the town at the time they want, as the Syrian government forces will not arrest them.   

The sources also said that the negotiations between the locals and the Syrian government forces took two days. A military source said that fighters from the Russian military police entered the towns earlier on Thursday.

The Syrian government's forces entered the village of Um Walad, near al-Suwayda, after the FSA withdrew from it at the request of the locals, according to local resources.  

The sources added that dignitaries from the village asked the FSA fighters to withdraw from the village, as the locals wanted to settle with the Syrian government, which sent reinforcements to the city's perimeter, in preparation to storm it.

Over the last days, the Syrian government forces seized control of several towns and villages in Eastern Daraa, such as Nahtah, Mleha al-Atesh, and Busr al-Harir, after an intensified bombing and battles with the FSA and Islamic factions.
