Russia and Free Syrian Army reach agreement in Kafr Shams town, Daraa

On Friday, the Free Syrian Army (FSA) and Russia reached an agreement in the town of Kafr Shams, 57 kilometers north of Daraa, Southern Syria.

A military source reported that the Burkan Hauran legion of the FSA would hand over medium and heavy weapons to the Syrian government forces and Russian military police centralized in the perimeter of Kafr Shams.  

The Russian and the Syrian government forces formally executed one of the items of the agreement and entered the town to raise the Syrian government flag on the town hall, in the presence of Muhammad Khaled al-Hannous, the Daraa governor. The forces withdrew from the town after loyalist media filmed the entrance.   

The agreement included giving the dissidents six months to rejoin the Syrian government forces, demobilizing recruited forces and the reserve forces, and giving young men who refuse the conscription one year to join the forces.        

The agreement also allows people who refuse to settle to head for The Idlib governorate in Northern Syria.  

On July 6, 2018, Russia and the FSA in Daraa reached a final agreement that was enforced in all of the Daraa governorates except its northwestern countryside. The agreement calls for a ceasefire for all FSA fighters to hand over their heavy weapons. The agreement also stated that the fighters who refuse to sign it would be forcibly displaced to Northern Syria.
