Hayat Tahrir al-Sham stops prisoners exchange after loyalist forces threw Daraa file into Kafraya and al-Fua'h negotiations

On Thursday, the Hayat Tahrir al-Sham (HTS) said that they stopped the prisoner's exchange after the loyalist forces threw the file of Daraa, Southern Syria, into the negotiations about the towns of Kafraya and al-Fua'h, 5 kilometers north of Idlib, Northern Syria.

The HTS media channels reported that according to Abdullah al-Hasan, the negotiations' supervisor, the last exchange operation has stopped until the two parties reach an agreement. Al-Hasan did not clarify the Iranian demands on the Daraa file.   

Al-Hasan added that the loyalist forces released 1,250 detainees.

A knowledgeable source reported that the agreement between the loyalist forces and the HTS included evacuating civilians from the towns of Kafraya and al-Fua'h, in exchange for releasing 1,500 detainees from the Syrian government prisons. The Syrian government forces detained Eighty percent of the detainees in early 2018, 10% of them in 2017, and 10% of them were detained earlier.    

The head of the HTS media relations office, Imad al-Din Mujahid, stated that the agreement concluded with Iran did not include name lists of the detainees that the loyalist forces should release.  

On Thursday morning, the last group of people from Kafraya and al-Fu'ah exited and headed for the exchange location in the al-Aies area, Southern Aleppo. Activists warned people from entering Kafraya and al-Fu'ah before finishing demining the two towns. The Salvation Government also issued a decision to forbid entering the perimeters of Kafraya and al-Fua'h under penalty.   

On Wednesday, about 120 buses entered Kafraya and al-Fua'h to evacuate civilians and fighters, by an agreement between the HTS and Iran. The agreement allows evacuating about 6,900 people, including civilians and fighters.  

Earlier, the HTS concluded agreements with the Syrian government about the two towns; the last one included evacuating locals from Kafraya and al-Fua'h in exchange for evacuating HTS fighters from the al-Yarmuk camp in Damascus to Idlib.  

 On July 6, 2018, Russia and the Free Syrian Army reached an agreement in the Daraa governorate, except the Northwestern countryside. The agreement included a ceasefire, handing over the heavy weapons of the FSA in Daraa, and allowing the people who refuse to settle to exit Daraa and head for Northern Syria.
