Turkey - SMART

Official Turkish newspapers published a presidential decision that designated the Hayat Tahrir al-Sham (HTS) in the list of terrorist groups.

Reuters reported that the notice published is a decision by the Turkish President, Recep Tayyip Erdogan.

This decision coincided with forces mobilization by the Syrian government in the perimeter of the Idlib governorate, Northern Syria, which is the HTS central location. The Syrian government takes "fighting terrorism" a pretext to storm Idlib.

The HTS, which was formed in early 2017, is a coalition of several Islamist factions. The most critical component is the Fatah al-Sham Front (formally al-Nusra Front) which is internationally listed as a terrorist group despite the derangement announcement of its leader, Abu Muhammad al-Julani, from the al-Qaeda terrorist organization.

On Friday, The Turkish Foreign Minister, Mevlut Cavusoglu, said that Turkey seeks to avoid an attack by the Syrian government on Idlib by communicating with Russia and Iran, the main allies of the Syrian government.

On Thursday, De Mistura stated that the UN estimates that around 10,000 "terrorists" remain in northern Idlib. De Mistura suggested securing humanitarian corridors.
