Turkey - SMART

On Tuesday, Nikki Haley, the United States' envoy to the United Nations, stated that Russia and Iran are not serious about reaching a political solution in Syria.

Haley added in a UN Security Council session on Syria, that Turkey wants to reach a ceasefire agreement in the Idlib governorate, Northern Syria, but Russia and Iran refused.

Haley repeated that if the Syrian government or any party contemplates using chemical weapons in Idlib, the consequences will be dire.

Haley added that Washington will not allow Iran to take away the future of Syria during the Astana Talks. She said that she know that Assad is not serious about the political process, and it would be strange if the US and its allies consider Russia's demands to reconstruct Syria if Russia at the same time destroys Syria.

Francois Delattre, the French envoy to the Security Council, said that consequences will be bloody if the Syrian government forces attack Idlib. Delattre confirmed that Paris and its allies will be ready if the Syrian government forces use chemical weapons in Idlib.

Delattre supported Haley’s statements on the Tehran summit, saying that the summit did not result in commitments by Russia and Iran to stick to the de-escalation agreement in Syria.

The Netherlands' envoy to the Security Council, Karel J.G. van Oosterom, said that if the Astana guarantors believe in a political solution, they must pressure Russia and the Syrian government to stop the attacks on Idlib.

Van Oosterom added that Idlib is not an enclave for terrorism, and all parties must prevent a humanitarian disaster in the governorate, while working to provide safe routes for civilians and prevent the bombing of medical facilities, schools, and civil centers. Van Oosterom condemned the bombing of Civil Defense headquarters, demanding that such incidents should be dealt with in the International Criminal Court.

Vasily Nebenzya, the Russian representative in the Security Council, said that during the session, he noticed that the United States and its allies attempted to stir a divide among the Astana Talks guarantors, adding that these attempts will fail.

Nebenzya added saying that the US and their allies want to abort the course of the Astana Talks, but he will disappoint the US envoy by proving that the Astana Talks will succeed. Nebenzya noted that Moscow will not launch a military campaign in Idlib, but will fight terrorism.

Four days ago, the Security Council held a session on Idlib. Haley warned the Syrian government against attacking Idlib, and added that Washington will hold the Syrian government's military officials responsible if the Syrian government launches a large offense against civilians.

The Syrian government forces and Russia continue to bomb the Idlib governorate using different kinds of arsenal, killing and injuring dozens of civilians. The bombings also have destroyed a Civil Defense headquarters as well as service facilities, and displaced residents.
