Russia agrees to form alternative to Fifth Legion in Daraa

Russia agreed to form a security service in the Daraa governorate as an alternative to the Fifth Legion. The new security service’s main mission is to fight the Islamic State (IS) in the nearby al-Suwayda governorate.

Local sources reported that former FSA commanders in Daraa who refused to go to Northern Syria, including the commander Abu Murshed al-Bardan, suggested forming an alternative to the Fifth Legion in Daraa. Russia accepted the suggestion on the condition of making the new forces fight the IS in al-Suwayda as their main mission.

The sources added that 600 former members of the Fifth Legion applied to Russian offices in the area to join the new formation. The sources noted that civilians are also eligible to join the formation.

The sources said that the new formation will be connected directly to the Hmeimim Russian  air base in the Latakia countryside, Western Syria, and the Syrian government forces will not interfere with the formation's work. The suggestion followed the dissolution of the Fifth Legion, which was led by Russia in the Western Daraa countryside, according to the sources.

The sources added that the commander suggested the formation during a meeting between Russian forces, former FSA commanders, and dignitaries from the town of al-Mzerib, al-Yadoda, and Tal Shehab.

During the meeting, the dignitaries demanded the Russian forces to release detainees from the Syrian government prisons. The Russian forces promised to release the detainees starting early October, according to the sources.

About 150 people applied to join the Fifth Legion led by Russia in the city of Nawa to fight in the Idlib governorate, however; Russia dissolved the legion, as several applicants refused to fight outside Daraa, according to activists.

On July 18, 2018, the FSA and Russia reached an agreement in the city of Nawa that included handing over a part of the FSA's heavy weapons and keeping another part to reinforce the frontline with the IS. The agreement also included adjusting the statuses of young men (making them eligible for study and work) in the city after they hand over all weapons, but the agreement did not determine the time for this procedure.
