The negotiating committee in the city of Daraa accompanies men who are at the age of recruitment to the governorate recruitment branches to submit their compulsory military service papers for official recruitment.

On Monday, a local source quoted a member of the negotiating committee as saying that they accompany young men in groups of 10 to make sure that the recruitment center completes its paperwork and that the men are not detained and taken away for immediate service.

The committee member noted that 20 men received a so-called compulsory service booklet, where all their military service appointments and activites are logged, and that more than 200 young men from the neighborhoods of Daraa al-Balad, the al-Sadd road and the Palestinian refugee camp are still waiting for their compulsory service booklets.

On Oct. 16, 2018, the Syrian government forces decided that former Free Syrian Army (FSA) fighters, civilians and those who refused recruitment will not be arrested for compulsory service as long as they have so-called settlement cards.

Earlier, the opposition factions in Daraa reached agreements with Russia calling for a ceasefire and that FSA fighters must give up their heavy weapons. The agreement also called for the displacement of fighters who refused to sign it to Northern Syria.
