Syrian government announces new property Law No. 10 to affect Damascus neighborhoods next year

The Syrian government announces that the new property law commonly referred to as Law No. 10 will affect three neighborhoods in Damascus next year, despite Russia's promise that the law will not affect further areas. Law No. 10 is a property law that effectively allows the confiscation and demolition of irregularly built neighborhoods for redevelopment.

The al-Thawra newspaper of the Syrian government quoted the Head of the Damascus Governorate Council, Faisal Srour, as saying that they will complete the site plans of the neighborhoods of al-Qabun, Jobar, and Barzah in February 2019, and that Law No. 10 will be implemented in June 2019.

Srour added that the Syrian government will demolish 28 of its factories in al-Qabun. The factories, along with private factories, will be rebuilt in the industrial city of Adra. The development plan of al-Qabun includes 37 percent water and green areas.

Srour added that the people who live in irregularly built homes in these neighborhoods will be compensated with land stocks, whereas the people who live in officially built up areas will be compensated with land stocks and the value of their property.

The Syrian government will redevelop the neighborhoods despite Russia's statement on Oct. 18, 2018, saying that the Syrian government annulled the law, according to Reuters.

In September 2018, the Syrian government said that Law No. 10 will also affect the neighborhood of al-Tadamoun. The National Coalition for Syrian Revolutionary and Opposition Forces, European countries, and legal organizations warned about the consequences of the law, as it will affect refugees and internally displaced people who wish to return to their homes.

A knowledgeable source reported that the law is significant because it can affect any neighborhood in Syria, and that the time limit to prove property ownership is not enough. The source added that residential areas will shrink in the new site plans and the people who used to live in irregularly built neighborhoods will not receive new housing in the developed neighborhoods. The Law No. 10 also infringes on the 2012 Syrian Constitution.
