Clashes kill 45 members of Syrian government forces in Quneitra; explosion kills dozens of civilians in Deir ez-Zor

Field and local developments:

The Operations Room in the South announced killing more than 45 members of the Syrian government forces and an Iranian militia in clashes at the al-Baath city in Quneitra, Southern Syria.

The Operations Room reported that it attacked the Syrian government forces bases using artillery shells and missiles. It subsequently gained control of the Manat al-Hisan and then withdrew from it. The Operations Rooms also destroyed a vehicle loaded with members and targeted another group using two Tao missiles, killing more than 45 members and wounding dozens.

The Free Syrian Army (FSA) factions reached a final agreement with Russia, including the neighboring governorate of Daraa, except for its northwestern countryside. The agreement requires a cease-fire and that the FSA hand their heavy weapons in Dara, Southern Syria, and the displacement of those who reject the agreement to Northern Syria.

A car bomb exploded in the town of al-Basira (33 kilometers east of Deir ez-Zor), killing and wounding 28 people.

The Islamic State (ISIS) released detainees in its prisons in the town of Shaafa, 100 kilometers east of Deir ez-Zor, Eastern Syria.

Activist Mohamed Hassan told SMART that ISIS released a number of civilians and some of its members, who have been recently detained in order to win people over in its battles against the Syrian Democratic Forces (SDF) and the International Coalition.

The military police of the Kurdish Autonomous Administration arrested eight young people in the city of al-Tabaqa west of al-Raqqa, Northeastern Syria, to enlist them to forced recruitment.

A military source from the region told SMART that the police arrested the young men from the garden of the city's first neighborhood. The arrest campaign continues until now.

A car bomb exploded in the city of Jarablus, 100 kilometers northeast of Aleppo, Northern Syria, wounding ten civilians, including women and children.

Thousands of Syrian refugees began to gather at the Bab al-Salama crossing near the city of Azaz, 38 kilometers north of Aleppo, Northern Syria, to return to Turkey amid the spread of  concern over police and public security.

Qasim al-Qassem, director of the Bab al-Salama crossing, told SMART that hundreds of people come to the crossing on a daily basis to return to Turkey after the end of the Eid al-Fitr holiday. He added that more than 22,000 refugees have returned to Turkey so far.

Dozens of displaced persons from Deir ez-Zor demonstrated against the decision of the local council in the city of Jarablus, east of Aleppo, Northern Syria. The decision requires the IDPs to be moved them from their residence in the Sharia school in the center of the city, to the Zogra camp.

Dozens of displaced persons, including women and children, participated in the demonstration. The demonstrators raised banners condemning and rejecting the decision, and others reading, "Erdogan expelled the Syrians from their land," "No shelter, no place, Erdogan expelled us," and “They sold you, homeland.”

The Syrian Human Rights Network documented the killing of 86 medical cadres and Civil Defense and Red Crescent volunteers since the beginning of 2018 until the beginning of July.

Political and international developments:

The United Nations Children's Fund (UNICEF) said that military operations in Daraa, Southern Syria, forced 180,000 children to flee seeking security and shelter.

UNICEF published on its official website a statement by its regional director in the Middle East and North Africa, Geert Cappelaere, as saying that 180,000 children were displaced from their villages and towns without protection. He considered that it’s the largest displacement in that region since the military operations in Syria.
