The International Coalition confirmed that the Council of Civil Al-Raqaa is holding negotiations on the removal of civilians who are trapped in the city and the handover of a murderer in the ranks of the Islamic State to the local authorities.

On Tuesday, in a statement published by the Joint Task Force of the alliance, which SMART have seen that the Civil Council and the leaders of local Arab tribes are working to prevent a humanitarian crisis as AL-Raqqa falls in Northeastern Syria. Pointing out that the Islamic State is holding civilians as “human shields.”

The statement quoted the Coalition Operations Director, Jonathan Braga as saying that they were committed to defeating the Islamic State while still expecting for “a lot of fighting.”

Activists talk about the possibility of an agreement between the Islamic State and Qusd of the Qusd's control of the city of Al-Raqqa, Qusd, in turn, announced the killing of nine members of the Islamic State during clashes in the neighborhoods.

Three days ago, the Syrian Democratic Forces said that it would soon announce its control of the entire city of Al-Raqqa after its forces gained control of 85 percent of the city during the “Euphrates Fury” battles with the Islamic State.
