Turkey - SMART

On Friday, the Turkish presidential spokesman, Ibrahim Kalin, said that a four-nation summit would bring together Turkey, Russia, Germany, and France in Istanbul on Oct. 27 to discuss the situation in Syria.

Kalin added that the Turkish President Recep Tayyip Erdogan, Russian President Vladimir Putin, French President Emmanuel Macron and German Chancellor Angela Merkel would attend the summit, according to the Anatolia news agency.

A spokeswoman for the German government said that the summit would focus on the situation in the governorate of Idlib, Northern Syria, and to support the implementation of the Sochi agreement between Ankara and Moscow, according to Reuters.

The French President's office said that France wants to avoid a humanitarian catastrophe in Idlib and thereby prevent a new exodus of refugees, according to Reuters.

Russian media quoted the Kremlin as saying that Putin will discuss the issue of the return of refugees during the summit, and the restoration of infrastructure in Syria.

At a press conference in New York city, UN Secretary-General, Stephen Dugrick, welcomed the upcoming summit. He hoped that "it will help the Syrian people and create a safer and more peaceful future for them."

On Sept. 14, diplomatic representatives from Turkey, France, Germany, and Russia met in Istanbul to discuss the Syrian issue and prepare for a later meeting between the presidents of the four countries.

Earlier, the Turkish and Russian presidents reached an agreement in the city of Sochi, Russia, to establish a demilitarized zone between the areas controlled by the Free Syrian Army and Islamic battalions on one hand and the areas controlled by the Syrian government forces on the other in the governorate of Idlib, Hama, Aleppo and Latakia.
